Section 5-4-5(E) applies specifically to a mobile food unit operating in the right-of-way, which is where sidewalk-adjacent vending occurs. It must "operate and park in a legal parking space in a location that allows for parking," and the unit together with any operational items, such as tables or signs, cannot occupy more than one marked legal parking space unless the vendor has a separate agreement with the City for additional spaces. A unit exceeding 24 feet in length cannot park diagonally or occupy more than one diagonal space.

Serving windows may not face street traffic. Absent a posted time restriction, a unit cannot occupy a legal parking space for more than six hours in a 24-hour period, and "occupy" is defined to include any relocation within 1,000 feet of the original spot, closing the loophole of moving down the block to reset the clock. A vendor cannot claim exclusive rights to a location unless it is part of a City-permitted event, and cannot use a space that leaves a site with insufficient parking for its principal use.

Subsection (D) layers on location rules: a mobile food vendor generally cannot operate within 250 feet of an area zoned for residential use, with exceptions for private-property operation under specific conditions, special-event or special-use permits, ice-cream/frozen-novelty vendors moving every hour within 300 feet, and vendors parked with a private property owner's permission for up to four days a year. Subsection (F) requires a 15-gallon trash receptacle within 15 feet of the unit, litter-free surroundings, and proper trash transport, while Subsection (H) requires downward, street-away-directed lighting and prohibits obstructing sidewalk or street movement.
