Section 5-1519(6) of the Coon Rapids City Code bars anyone licensed under Chapter 5-1500, including a mobile food unit, from occupying any fixed location within a public right-of-way or other public property for the purpose of advertising or conducting business; sidewalks and street rights-of-way are public property for this purpose. Section 5-1513(2) reinforces that rule for traveling vendors: no peddler, solicitor, canvasser, or mobile food unit that travels from place to place has an exclusive right to use any public right-of-way, and none of them may operate from a fixed location there at all.

Section 5-1513(3) separately bars operating anywhere the business might reasonably endanger public safety or unreasonably impede or inconvenience the public, which covers blocking a sidewalk.
