Gretna Code of Ordinances § 12-449, in Chapter 12 Article XI (Moving Vendors), makes it "unlawful for any person to sell any merchandise, wares, goods, food, food products, plants, flowers, seafood of any kind, paintings, mirrors, or any artifact or saleable product" from a truck, automobile, mobile unit, cart, stand, table, or any temporary, portable or movable container or display case, whether operating permanently, temporarily or seasonally, upon a public right-of-way. The section lists the covered right-of-way types by name: "a street, boulevard, highway, roadway, emergency lane, neutral ground or shoulder of a road," and adds a catch-all covering "any other public property dedicated for specific use," which reaches sidewalks as public property dedicated to pedestrian use.

" This right-of-way ban operates alongside § 12-477, which affirmatively permits mobile sales, including food sales, when conducted from privately owned property under a Division 2 permit; together the two sections draw the line between public property (council approval required) and private property (permit required) for moving vendors.
