City Code Chapter 67, Sec. 67-4 sets the site-level rules for every licensed vending operation. A vending site cannot exceed the actual dimensions of the assigned site or a perimeter of more than ten by 12 feet around the vendor. No site may sit within a ten-foot radius of a fire hydrant, within a five-foot radius of a standpipe, within five feet of the sides of a bus shelter or stop, or within ten feet of a curb cut or marked crosswalk, and vending must leave a minimum six-foot unobstructed pedestrian walkway.

Vending is barred entirely on any street, alley or sidewalk directly adjacent to or directly across from school property, defined by reference to Wis. 001(3r) for public and private schools. Sec. 67-5 layers on equipment and conduct rules: a cart vendor may use only the cart itself, one chair and one trash receptacle, plus a securely attached umbrella or awning; a freestanding tent must clear seven feet vertically and cannot exceed 11 feet at its highest point. on any street or sidewalk located within a residentially zoned district, and equipment cannot be stored on the street, sidewalk or alley when the vendor is not present. The police department may remove noncompliant vending equipment and bill the violator for removal, towing and storage.
