Westminster, CA Food Trucks & Mobile Vendors: Vending Zones (2026)

Section 8.06.080(D) lists the places where sidewalk vending activity cannot occur at all, layered on top of the general operating conditions in § 8.06.070. Any residential zone is off-limits, though the code narrows that specific ban to stationary vendors only, so a roaming vendor may still pass through a residential street. Parks are split the same way: stationary vending is prohibited in any park where the city has granted an exclusive restaurant concession, expressly naming Buckingham Park and Westminster Park, but roaming vendors remain permitted in those same parks even with a concession in place. Vending is also barred at the Civic Center and other city buildings such as police and fire stations, at any city property that is not a sidewalk or pathway (alleys, street ends, parking lots), and in areas designated with protective barriers.

Distance-based bans layer on top of the zone bans. No vendor may operate within two hundred feet of a school, a place of worship, a large or general child day-care facility, an operating certified farmers' market or swap meet, or an active special-event area. A vendor also cannot set up within one hundred feet of another sidewalk vendor, a street-sidewalk intersection, a city facility that itself sells or rents merchandise, or on-duty police, fire, or emergency personnel. The closest-in restrictions sit at twenty-five feet: fire hydrants, colored curb and bus zones, ATMs, driveways and parking entrances, building entrances and exits, and street furniture such as trash cans, bike racks, benches, and bus stops.
