Glen Cove, NY Gambling & Gaming: Charitable Bingo and Raffles (2026)

City Code Chapter 101, Bingo, was adopted by the City Council in 1981 under Article 1, Section 9 of the New York State Constitution, as implemented by the State Bingo Control Law (Executive Law Article 19-B) and General Municipal Law Article 14-H. Section 101-2 permits an authorized organization, as defined by General Municipal Law § 476, to conduct bingo within Glen Cove upon obtaining the required license, and § 101-3 subjects the games to the restrictions of General Municipal Law § 479. The city did not leave licensing to the county: § 101-4 delegates to the City Clerk the full authority the City Council holds under General Municipal Law § 498 to issue, amend and cancel bingo licenses, run investigations and hearings, supervise game operation and collect and transmit fees.

Sunday bingo is allowed under § 101-5 only where the license specifies it, and the City Clerk can bar Sunday play if it would disturb the neighborhood's good order. A companion chapter, Chapter 159, Games of Chance, licenses non-bingo games such as raffles under General Municipal Law Article 9-A and the state Racing and Wagering Board; § 159-1 requires the same authorized-organization license, § 159-2 bars play on Easter Sunday, Christmas Day, New Year's Eve, Rosh Hashanah and Yom Kippur, § 159-3 assigns enforcement to the Glen Cove Police Department, and § 159-4 lets repeat organizations file summary renewal applications under General Municipal Law § 190(3).
