Flagstaff, AZ Garage & Yard Sales: Frequency, Duration & Permits (2026)

The Flagstaff Zoning Code treats a garage sale as a temporary activity. Section 10-20.40.150 generally requires a temporary use permit from the Director before any short-term use is established, but subsection E lists activities exempt from that permit, and garage sales are one of them: any parcel or lot may hold no more than 12 weekend sales per year, with no individual sale exceeding two consecutive days. A resident who wants to run sales beyond that cap, or hold a single sale longer than two days, falls back under the general permit requirement in subsection A and must apply through the Planning Section under Section 10-20.30.020's application process, with the Director issuing or denying the permit in writing.

A granted temporary use permit is valid for up to 180 days in a calendar year and the same use can be approved at no more than three locations in that year. Because the exemption sits in the Zoning Code rather than the police code, enforcement runs through the Zoning Code Administrator under Division 10-20.110 (Enforcement), not through a separate garage-sale ordinance. The Administrator can inspect the property and issue a civil citation in Flagstaff Municipal Court for exceeding the 12-sale or two-day limits without a temporary use permit.
