Section 18.24.030.E defines a 'yard sale' as any event where personal property owned or used by the household, not a licensed commercial business, is offered to the public, covering garage, estate and moving sales but excluding rummage sales run by licensed nonprofits. The sale can only happen on a property that is owned and permitted for residential use, and it cannot run longer than three consecutive weekend days. The core frequency rule caps every residentially zoned parcel at four yard sales per calendar year, and each one has to fall on the second weekend of the month, defined as a consecutive Friday, Saturday and Sunday; the director of community development can approve an alternate weekend only under special circumstances.

Sale hours run from 8 a.m. to 5 p.m., and the activity cannot spill into the public right-of-way, including sidewalks, parkways, streets or alleys. Violations are infractions. The city's escalation is graduated: after the first missed compliance the resident gets an advisory notice, and after a fourth yard sale in the year the resident gets a warning that the next event will be treated as a violation. The fine schedule then runs $100 for a first violation in the calendar year, $200 for a second, and $500 for a third and each additional violation, or the city can instead prosecute the case as a misdemeanor at its discretion.
