LEMC § 5.112.010 defines a 'yard sale' to include patio, house and garage sales: the sale of common household goods like clothing, furnishings, small appliances and toys by the occupants of residentially zoned property. Section 5.112.030 caps an individual seller, household, home-address group or family to three yard sales per calendar year, each running no more than three consecutive days and spaced at least three months apart, and restricts sale hours to 7:00 a.m. through 7:00 p.m.; the Community Development Director can approve one additional sale for a documented change of property ownership, an estate sale, a foreclosure, or another written showing of merit.

Section 5.112.060 makes it unlawful to hold a yard sale without a City yard sale permit, which is nontransferable, tied to one specific location, and cannot be extended for bad weather or any other reason. Exemptions under § 5.112.020 cover court-ordered sales, charitable and religious organization sales where proceeds go to the group's charitable purpose, sales by a licensed business at a location where its zoning already allows the sale, and giveaways or sales of no more than three specific items. Section 5.112.050 limits signage to two signs of no more than four square feet posted only on the sale property during sale hours and removed once the sale ends, and § 5.112.040 bars displaying or storing sale merchandise on adjoining public sidewalks, streets or rights-of-way, requiring the goods stay accessible for inspection by fire, police and health officials throughout the sale.
