Sec. 150.240's zoning definitions section defines rummage sale as a type of accessory use consisting of the owner selling tangible personal property, capped at not more than two times per calendar year, with each sale running no more than seven successive days. The definition expressly states the term is synonymous with garage sale, yard sale, and similar terms, so the two-per-year, seven-day cap applies regardless of which label a resident uses. Because a rummage sale is classified as an accessory use rather than a special use, it does not require Board of Zoning Appeals approval the way a nursery/day care center or accessory dwelling does; it simply has to stay within the frequency and duration limits and remain accessory to a lawful principal use of the property.

The rule is kept separate from the home occupation ordinance: Sec. 150.222(A) states that a home occupation special use does not allow rummage, yard, porch, or garage sales, or similar activity, so a resident cannot fold an ongoing sale operation into an approved home business to sidestep the two-sale cap. Enforcement of the frequency limit runs through the same zoning administration structure as every other accessory-use rule in Chapter 150: the administrative zoning officer, appointed under Sec. 150.232, investigates complaints, can require corrective action, and may refer a case for prosecution or seek injunctive relief in Delaware County Circuit or Superior Court if a resident exceeds two sales in a year or runs a sale past the seven-day window.

Since the zoning chapter carries no dedicated rummage-sale fine, a violation is punished under the citywide general penalty in Sec. 10.99, which fines each offense not more than $2,500.00.
