Evanston limits customer and client visits to home-based businesses to maintain the residential character of neighborhoods. Home occupations must not generate traffic beyond what is normal for a residential use. Generally, no more than 2-3 client visits per day are expected. No retail walk-in traffic is permitted.
Under Evanston's Zoning Ordinance, home occupations must remain incidental to the residential use of the property. Customer and client traffic is a key factor in determining whether a home business complies with zoning requirements. The city does not specify an exact numerical limit on daily visits in the code text, but enforcement is based on the standard that the business must not generate traffic noticeably greater than what is typical for a residential property. In practice, this means professional service providers (tutors, consultants, therapists) may see a limited number of clients by appointment, generally interpreted as no more than 2-3 visits per day. Walk-in retail traffic is prohibited; no goods may be sold directly to customers who visit the property. Delivery and pickup activity must not exceed normal residential levels. If neighbors complain about excessive traffic, parking congestion, or frequent commercial deliveries, Code Enforcement will investigate and may find the home occupation in violation. Businesses that by their nature require regular customer traffic (salons with high volume, retail shops, pet grooming) may not qualify as home occupations. Online businesses that ship products from home are generally acceptable as long as shipping activity is not excessive.
Generating excessive traffic at a home occupation results in a notice of violation. The operator must reduce traffic or relocate the business. Continued violations carry fines of $100 to $500 per day. If traffic violations persist, the city may revoke the right to operate a home occupation at that address.
