" There is no numeric visit cap; enforcement turns on whether the pattern of arrivals reads as residential or commercial. Subsection (A)(9), "Employment," goes further on staffing: workers must be "a member of the household residing in the dwelling unit," or must "conduct work from an off-premises location," and critically, "employees that do not live in the home shall not visit the home for conduct of the home-based business" at all, a flat ban rather than a frequency limit. These traffic rules interlock with subsection (A)(6) on deliveries, which restricts receipt of goods to vehicles "typically employed by parcel or letter carriers," bars semi-tractor/trailer deliveries outright, and states that any delivery restricting street circulation or creating a safety risk is a Code violation, and with (A)(8), which prohibits distribution of goods or services at the dwelling except for daycare homes.

Any of these traffic, delivery, or employment violations, once determined by the Director of Community Development, is treated as a violation of the village Code that can lead to suspension or revocation of the business license.
