The Unified Development Code's home occupation standards draw a hard line between a business that merely uses a home as an address and one that brings people to the property. An 'address of convenience,' meaning solely the receipt of phone calls, mail, and business recordkeeping, does not require a home occupation permit. But the code specifies that a business receiving clients or customers is not an address of convenience; it is a home occupation and must meet every requirement of the section, including that the operator lives in the dwelling, only one home occupation license issues per dwelling, no non-resident employees work on the premises, and the business use stays incidental to the residence, capped at twenty percent of the home's living area or 400 square feet, whichever is smaller.

Among the uses the code lists as compliant home occupations when these conditions are met is teaching or tutoring, including musical and dance instruction, but that instruction is limited to not more than two pupils at a time. The code separately lists day care as permissible for up to six children including the provider's own. Personal-service businesses that would draw heavier customer traffic, such as cosmetology, barbershops, beauty parlors, and kennels, are explicitly excluded from qualifying as home occupations at all. The Department of Inspections and Code Enforcement determines whether an applicant meets these criteria and issues the home occupation permit before an occupational license can follow.
