Kenner, LA Animal Ordinances: Veterinary Clinic Zoning (2026)

The Kenner Unified Development Code lists small-animal veterinary clinics among the by-right permitted uses in its two commercial zoning districts under Section 6.10. In the C-1 Neighborhood Commercial district, Section 6.10(a)(2)(l) permits a 'Veterinary clinic, small animal (no kennel)' alongside other neighborhood-serving uses such as retail goods establishments, financial institutions, and personal services, without requiring a conditional use hearing. In the C-2 General Commercial district, Section 6.10(b)(2)(n) likewise permits a 'Veterinary clinic, small animal clinic (no open kennels are permitted on the premises)' by right.

Both districts draw the same line: routine outpatient veterinary care is treated as compatible with retail and office surroundings, but boarding animals in an open kennel is not, which keeps overnight animal boarding and noise out of commercial strips near residential neighborhoods. A clinic that wants to operate a boarding kennel would instead need to look to the industrial districts, where Section 6.11 lists 'Kennels' as a conditional use in the S-I Special Industrial district and a permitted use in the L-I Light Industrial district, subject to City Council conditional-use review in S-I.

Because the C-1 and C-2 veterinary listings are permitted, not conditional, uses, a clinic meeting the no-open-kennel condition needs only the standard zoning verification and building permit process under Sections 6.03(a) and 4.04, not a public hearing.
