Kenner, LA Animal Ordinances: Wildlife Feeding (2026)

City Code Sec. 4-12 makes it unlawful for any person to feed dogs or cats found at large, unless that person is acting under the auspices of the feral animal control board, the nonprofit the mayor contracts with under Sec. 4-15 to run a trap, spay, and release program. This targets the practice of feeding loose strays, which state law reference to R.S. 3:2531 et seq. treats as encouraging animals to run at large; only board-sanctioned feeding of a managed feral colony is exempt. A related duty sits in Sec.

4-16(b), which requires anyone owning or keeping animals, no matter how many, not to allow food or water left out for those pets to attract wild animals onto the premises, among other upkeep duties like controlling odor, waste, and pests. Together the two sections cover both directions of the problem in the City of Kenner: feeding loose dogs and cats directly is banned outside the board's program, and leaving pet food out in a way that draws in wildlife is treated as a nuisance violation tied to an owner's animal-keeping permit.

Kenner's code does not extend either rule to feeding deer, geese, or other genuinely wild species roaming public land; no such provision appears in Chapter 4.
