Kenner, LA Animal Ordinances: Dog Leash Laws (2026)

City Code Sec. 4-6 requires the owner or keeper of a dog to confine it by a humane method within the owner's yard or enclosure; if fencing is used, the fence must be high and structurally sound enough to stop the dog from jumping, climbing, or going through or under it. Once off that property, subsection (b) bars a dog from being on any street, alleyway, highway, common, public square, or another person's private property unless it is under a competent person's immediate physical control and restrained by a substantial chain or leash not exceeding six feet.

Subsection (c) extends the at-large ban to common grounds of multiple-occupancy buildings, and subsection (d) bars dogs from school grounds during school hours and from public recreation areas during organized activities unless leashed. Subsection (e) carves out an exception only for feral animal control board members releasing spayed or neutered feral animals into an approved colony. The department of code enforcement and Jefferson Parish Animal Shelter, named as the impounding shelter in Sec. 4-1, jointly enforce this article; dogs seized at large may be impounded under Sec. 4-20 or, if reconfined and low-risk, the owner may instead be issued a summons to magistrate court.
