Kenner, LA Animal Ordinances: Pet Groomer Rules (2026)

Sec. 4-50 puts grooming shops in the same permit system as pet shops and kennels: no one may operate one in the City of Kenner without a permit from the Department of Code Enforcement, issued for the calendar year at a fee of $50.00, with a temporary permit available for up to three months pending the department's physical inspection. Sec. 4-55 then sets grooming-specific rules. Dog groomers may not tranquilize animals, expel obviously infected or abscessed anal sacs, or give medical advice to clients, work the code reserves for licensed veterinarians.

For any animal kept in a cage or run, the shop must supply fresh water in disinfected, tip-proof containers (required once an animal is held past eight hours), maintain a healthful cage temperature, use metal or nonporous plastic cages sized under the tables in Secs. 4-61 through 4-63, feed any animal held longer than twelve hours, provide clean dry bedding with litter boxes for cats, and never house adult animals of opposite sexes together. On staffing, Sec. 4-55(c) requires at least one qualified dog groomer on duty at all times, and every groomer must be at least eighteen years old and hold one of three qualifications: a certificate from a state-licensed grooming school, one year or more of verifiable public-facing grooming employment certified by a licensed school after a paid examination, or a six-month, six-hundred-hour apprenticeship under a certificated groomer at a licensed establishment.
