Kenner, LA Animal Ordinances: Pet Store Rules (2026)

Sec. 4-50 requires anyone operating a pet shop, public kennel, public auction, breeder service or grooming shop in the City of Kenner to hold a permit from the Department of Code Enforcement before opening. The permit runs the calendar year and costs $50.00; new operators can start on a temporary permit valid up to three months while the department schedules a physical inspection, and that temporary permit is revoked on the spot if the inspection finds noncompliance. Renewal applications are due before December 31 each year, and every permitted establishment is subject to inspection at any time.

Operators must keep an on-site record for each animal showing the owner's name, address and phone number, the date it arrived, the reason it is at the facility, and its age, breed, sex and color, plus a posted emergency contact. Sec. 4-51 layers pet-shop-specific rules on top: shops cannot keep or sell any wild or exotic species the Department of Code Enforcement classifies as Class I under its Rules for Wild or Exotic Animals, naming felines other than domestic cats, monkeys, apes, chimpanzees, opossums, skunks, raccoons and poisonous snakes.

Minimum care standards require fresh water in disinfected, tip-proof containers, healthful cage temperatures, metal or nonporous plastic cages sized to the tables in Secs. 4-61 through 4-63, three feedings a day for animals under three months, daily cleaning seven days a week including holidays, and separate housing for adult animals of opposite sexes.
