Kenner, LA Animal Ordinances: Cat Rules (2026)

City Code Sec. 4-30 requires the owner or keeper of every dog or cat over four months old to register it with the Jefferson Parish Animal Shelter by purchasing a license, issued and numbered at the time a licensed veterinarian or veterinary technologist administers the antirabies vaccine, at the owner's expense. The tag must show the current calendar year and the shelter's phone number, be fastened to the cat's collar or harness, and be worn at all times when the cat is off the owner's premises; the license must be renewed no later than one year from the latest vaccination, and no cat may be vaccinated without a license or licensed without a current rabies vaccination.

Sec. 4-31 sets registration fees and any exemptions to those used by the Jefferson Parish Animal Shelter rather than a separate city fee schedule. Beyond licensing, cats are covered by the same at-large confinement and leash rule as dogs under Sec. 4-6, and the feral animal control board, a nonprofit under cooperative endeavor agreement with the city (Sec. 4-15), may trap, spay or neuter, and release feral cats into an approved colony under Sec. 4-6(e) without the release being treated as ownership.
