Kenner, LA Animal Ordinances: Pet Limits (2026)

City Code Sec. 4-16(a) requires anyone wishing to keep more than six cats or dogs at a single location to obtain an annual permit at no cost from the department of code enforcement. Regardless of how many animals are kept, subsection (b) separately requires all owners to keep premises free of offensive odors, remove animal waste so the property doesn't threaten public health, prevent tick, flea, or fly infestations, and keep animal noise from disturbing neighbors. Subsection (c) ties enforcement to that permit: a violation of the six-animal permit rule, or of any other Chapter 4 provision affecting a neighbor's health, safety, comfort, or peace, can result in revocation of the permit and a required reduction or elimination of animals from the property, on top of any other fine.

Subsection (d) gives the department of code enforcement the right to inspect any permitted premises at any time. This permit scheme sits alongside, and is enforced independently of, the six-foot leash and confinement rules in Sec. 4-6 and the cat and dog registration requirement in Sec. 4-30, meaning a household can hold a valid six-plus-animal permit and still face separate action if individual animals are found at large or unlicensed.
