Yorba Linda, CA Home Business: Customer Traffic Restrictions (2026)

Yorba Linda Municipal Code Section 18.20.100.I prohibits a home occupation from creating pedestrian, automobile, or truck traffic significantly in excess of the normal amount in the district. This traffic standard works alongside the vehicle-storage limit in Subsection H, which restricts the site to only one vehicle or trailer, including pickup trucks and vans, beyond those normally incidental to residential use, with such vehicles also required to comply with the residential parking standards cross-referenced in Section 18.10.100.C. Subsection F separately bars radio or television interference or noise audible beyond the site's boundaries, and Subsection G prohibits any emission of smoke, odor, liquid or solid waste, both of which a high-traffic home business, such as a walk-in retail or service operation with regular deliveries, would tend to generate along with the traffic itself.

Subsection D's one-employee cap for non-residents further constrains how much client or delivery traffic a home occupation can generate, since staffing beyond a single non-resident worker is itself a separate violation regardless of traffic impact. Because the standard measures traffic against what is normal for the specific district, a home occupation on a busy commercial-adjacent residential street is judged differently than one on a quiet cul-de-sac, but in both cases the Community Development Director evaluates complaints and enforcement on a traffic-in-fact basis rather than a fixed numeric client-visit cap printed in the code.
