All family daycare homes must be licensed by California Community Care Licensing Division (CCLD). Requirements include background checks, health and safety standards, staff-to-child ratios, and inspections. Fire clearance from the County Fire Authority is required. Providers must carry liability insurance and complete required training hours.
Operating without a state license is a misdemeanor. CCLD enforcement includes citations, fines, license suspension or revocation. County zoning violations for unlicensed large daycare are handled by Code Compliance.
