Glynn County, GA Home Business: Home Daycare (2026)

Section 302 of the Glynn County Zoning Ordinance defines a Family Day Care Home as a home operated by anyone who receives pay for caring for six or fewer children other than the resident family's own, for daytime supervision. The ordinance folds that use into the home occupation category, so it is permitted by right in residential districts as long as it meets Section 608.1's operational conditions: no employees on site beyond family members (others may work off-site), no more than 25 percent of the principal building's floor area used for the business, no exterior alteration that makes the home look non-residential, and no disturbing noise, odor, or traffic hazard. The Georgia Department of Human Resources, not the county, issues the childcare license itself.

Once an operation grows past a home occupation into a formal Private Child Care Center, Kindergarten or Pre-School Nursery, it falls under Section 701.4(4) as a conditional use requiring Board of Commissioners approval. Those larger facilities must keep a residential appearance, provide at least 35 square feet of usable indoor space per child, fence outdoor play areas with a minimum of 100 square feet per child behind a fence at least four feet high, and get written sign-off from the Georgia Department of Human Resources and the Glynn County Fire Chief before Community Development will issue a business license. The Planning and Zoning Department also sets parking, buffer, and hours-of-operation conditions case by case for conditional-use approval, and can require periodic renewal review.
