El Monte prohibits any on-site advertising signs for home occupation businesses. Business cards, websites, and paper ads are allowed, but they cannot display the home's street address.
EMMC §17.110.050 (Home Occupation Businesses) provides that 'on-site signs advertising a home occupation business shall not be allowed.' The same section permits paper and website advertisements (including business cards), but those advertisements may not include the address of the home occupation business. This restriction is in addition to the general sign standards in EMMC Title 17, Chapter 17.80 (Sign Standards), which otherwise govern commercial signage in El Monte. The intent is to preserve the residential character of neighborhoods and avoid converting homes into visible commercial storefronts.
Posting a home-occupation sign on the property, or publishing advertising that lists the home's address, is a zoning violation enforced by Code Enforcement and the Planning Division under EMMC Chapter 1.24 (Administrative Citations). Fines: $100 first offense, $200 second within 12 months, $500 each subsequent. The home occupation permit (BOP) may be revoked for repeated violations.
