Under Dublin Zoning Ordinance Chapter 8.64 (Home Occupations Regulations), a home occupation is a permitted accessory use in all residential zoning districts, but it may not begin until a Business License is issued under Chapter 4.04 (Business Registration). Per the codifier text, the home occupation must not alter the external appearance of the residence; no home occupation may be conducted within an accessory or temporary structure except detached offices, studios, or workshops used for administrative or artistic activities; only people who reside in the home may work there; and it must not create traffic, noise, dust, light, vibration, odor, fumes, smoke, glare, or other nuisances beyond those normal for a residential area. No merchandise may be sold or rented that requires the customer to visit the premises, and no service may be provided that requires the customer to visit. A home occupation may not generate more than five additional pedestrian or vehicular trips per day and no more than two delivery trips per day. The City's 'Starting a Home-Based Business' page also notes activities are limited to one room (or the garage/accessory structure for the listed exceptions) and lists prohibited uses such as auto repair, beauty/barber shops, medical offices, restaurants, and welding shops.
Operating a home occupation that exceeds the trip limits, changes the home's appearance, brings in non-resident workers, or draws customers to the premises can be pursued by Dublin Code Enforcement as a Zoning Ordinance violation and can lead to revocation of the Business License. Operating without the required Business License is itself a violation.
