Fairfield Municipal Code Β§25.20 (Residential Zoning Districts) allows home occupations as accessory uses with a Home Occupation Permit and a Business License. The business must be conducted entirely within the principal dwelling - operations in accessory structures, garages, or outdoors are prohibited. The home occupation must not be visible from public rights-of-way or neighboring properties and may not change the residential character of the building or lot. Outdoor storage of materials, products, equipment, or inventory in any accessory building or structure is prohibited. Parking and traffic volumes generated may not exceed those typically associated with residential use. Up to eight patron visits per day are allowed between 7:00 AM and 7:00 PM. Common allowed home occupations include consulting, tutoring, small office work, online sales fulfillment (limited shipping pickups), and personal services such as hair or nail by appointment. Manufacturing, vehicle repair, and uses generating odor, noise, dust, vibration, or smoke beyond normal residential levels are not allowed. State-licensed family child-care homes are protected and not treated as home occupations.
Operating without a Home Occupation Permit subjects the business to administrative citations under Chapter 1, Article II ($100/$200/$500), business-license penalties, and possible cease-and-desist orders. Repeat violations may trigger revocation of the permit and the underlying business license.
