Montebello allows home occupations in residential zones only as a clearly incidental accessory use, governed by MMC Chapter 17.59. The activity must be confined to the dwelling and cannot change the residential character of the property or draw customers to the site.
Chapter 17.59 of the Montebello Zoning Code sets home occupation standards in Section 17.59.050. The use must be secondary to the residential use and may occupy no more than one room and no more than 25 percent of the floor area or 200 square feet, whichever is less. Only the resident may work; no volunteers, interns, or independent contractors are allowed, and clients, customers, or associates may not come to the site. Display or storage of merchandise is prohibited except limited interior storage of work materials. Prohibited home occupations include schools, boarding houses, antique and gift shops, barber and beauty shops, funeral homes, medical and dental clinics, day care centers, restaurants, auto repair, and kennels.
Operating a home business that exceeds these standards, employs non-residents, or draws customers violates Chapter 17.59 and can lead to permit revocation under Section 17.59.060. Enforcement follows Section 17.59.080, with fines and revocation of the permit and business license.
