Salinas, CA Home Business: Zoning & Home Occupation Permits (2026)

Under Municipal Code Sec. 100, a home occupation permit issued through the Administrative Permits process (Article VI, Division 4) is required before operating any business from a Salinas dwelling; live-work units are exempt because they follow Sec. 130 instead. The operating standards in subsection (e) require the business to run entirely inside the dwelling unit, occupying no more than 25% of the floor area, with no location in a garage or accessory structure except for permitted ancillary storage that does not displace required parking. No outdoor storage of business materials is allowed, and the operation cannot be apparent from outside the property boundary through noise, vibration, or odor.

Only a resident of the dwelling may hold the permit, and no employee who does not live on site may work from or report to the home. The business cannot generate more vehicle or pedestrian traffic than is normal for the zoning district, cannot keep a customer-facing sales room or office, and cannot host walk-in clients except for the narrow instructional/educational-services and fortunetelling carve-outs in subsections (f) and (g). , with no Sunday visits and appointments required; a conditional use permit can raise that to five students per hour and thirty-five per day if the lot fronts a collector or arterial street, guardians stay on site, competing instructional uses are at least 300 feet apart, and classes are spaced 15 minutes apart.
