Toms River, NJ Home Business: Zoning & Home Occupation Permits (2026)

Under Toms River Township Code § 348-9.12, a home occupation is permitted only as a conditional use in the zones where it's listed, not by right everywhere. You may employ no more than two people beyond residents of the dwelling, and the business can use at most 50% of the first floor. The work must stay entirely inside the dwelling or an accessory building, and no sound may be audible outside. The property must also front on and have driveway access to a minor collector, major collector, minor arterial, or principal arterial roadway. A separate provision, § 348-9.11, sets different standards for a home professional office (one professional, 30% floor-area cap, minimum lot size).
