City Code Section 11-4-10 permits a home occupation "in connection with the occupation of a dwelling unit within any zoning district, including the residential areas of a PUD zone," but only if it stays inside the home and is run solely by residents of the dwelling. The operation cannot exceed 20 percent of the gross floor area of the dwelling, as measured under the International Building Code, or 300 square feet, whichever is less, and a garage cannot be used for or in conjunction with the business.

No separate outside entrance is allowed unless state law requires one. Employees who do not live in the home are barred, except for state-licensed family care homes, and machinery is limited to electric motors of two horsepower or less. The home occupation must remain "clearly incidental and secondary to the use of the dwelling for dwelling purposes" and cannot alter the character of the dwelling or neighborhood through excessive noise, lights, or traffic. Any use requiring a special use permit under Section 11-4-8 does not qualify as a home occupation at all. Operating without the required home occupation license, issued under Chapter 3 of Title V, is itself a code violation.
