Section 10-413, in the "Conduct in Public Parks" chapter, is the only camping-specific rule in the Coon Rapids City Code, and it is scoped to City park property rather than the public right-of-way generally. It provides that no person in a park shall camp, set up tents, shacks, or any other temporary shelter for the purpose of overnight camping, except in a place the City has specifically designated for camping, none of which the code names. It also bars leaving, after closing hours, any movable structure or special vehicle that could be used for camping, such as a house trailer, camp trailer, or camp wagon, again unless a place has been designated for that use.

The rule works together with the parks' overnight closure in § 10-422, which bars anyone but authorized personnel or after-hours permit holders from being in a City park between 10:00 p.m. and 5:00 a.m. (11:00 p.m. to 5:00 a.m. seasonally at Al Flynn, Aspen, Riverview, Sand Creek, Wintercrest, and the Soccer Complex). Together the two sections mean an overnight encampment on park land is unlawful twice over: once for being present after closing, and again for camping without a designated spot. The chapter gives park attendants and the Director authority under § 10-431 to eject any violator immediately, and under § 10-432 to seize property used in the violation, such as a tent or trailer, functioning as the code's cleanup mechanism rather than a separate abatement process.

There is no equivalent camping prohibition covering non-park public property or the public right-of-way elsewhere in the file, so an encampment on a street shoulder or vacant City lot outside a park falls outside § 10-413's reach.
