Laguna Niguel Municipal Code § 13-1-95, part of the Article 5 'Camper Trucks and Trailers' rules that apply to all public land owned, operated or maintained by the city under § 13-1-94, makes it unlawful to camp or sleep overnight, whether in a vehicle or on the ground, or to park a camper truck, camper trailer, tent trailer or other vehicle overnight, on any city-owned land or easement. The prohibition reaches parkland, open space and rights-of-way alike and is not limited to a single park; it covers any city-owned or city-controlled land unless the city council or the manager of parks and recreation has specifically designated and set aside a portion of it for that overnight use.

Because no such designated overnight camping site currently appears elsewhere in the parks and recreation title, the practical effect is a citywide ban on sleeping outdoors or in a vehicle on city property, including at Laguna Niguel Regional Park and along the Aliso and Wood Canyons Wilderness Park edge. Enforcement runs through the Code's general violations clause, § 1-1-19, which makes a Municipal Code violation an infraction on a first and second offense and escalates to a chargeable misdemeanor on a third violation by the same person within the same period, with each day a violation continues counted as a separate offense.

The Orange County Sheriff's Department, which polices the city under contract, along with the city's code enforcement staff in Community Development, are the agencies that respond to unauthorized overnight camping or parked campers on city land.
