Section 10-515 defines an 'unauthorized camp' as any tent, shelter, or bedding constructed or arranged to permit overnight use on property not designated as a campsite, and it flatly bars using city-owned lands to establish one. Separately, it is unlawful, without lawful reason, to sleep between 12:00 midnight and sunrise on any street, in any other public place, or on someone else's property without the owner's or person-in-charge's express or tacit consent. A violation is a misdemeanor, but the maximum fine is capped at just $50, far below the city's general $500 penalty ceiling.

The section builds in a diversion-first enforcement model: a person's first violation results only in a warning, and officers cannot issue a citation unless that person refuses assistance offered at the scene, which can include transportation to a shelter, a food pantry, or another resource for the indigent and homeless. This section was amended by Ordinance 1056.24 on October 21, 2024, reflecting the city's current approach of pairing the camping and public-sleeping ban with a mandatory offer of social-service assistance before any citation issues. The rule applies citywide to any city-owned parcel and to private property where the owner has not consented, giving Moore Police and Community Development code enforcement a tool for both encampment cleanup on public land and after-hours trespass sleeping complaints.
