Moore, OK Noise Ordinances: Vehicle Noise (2026)

Section 15-302 of the Moore Code of Ordinances requires every vehicle to be equipped, maintained, and operated so as to prevent excessive or unusual noise. Specifically, every motor vehicle must have a muffler or other effective noise-suppressing system installed, kept in good working order, and running at all times; no one may fit a muffler cut-out, bypass, or similar device, and no one may modify a vehicle's exhaust system in any way that amplifies or increases the noise beyond what the factory-installed muffler produced. The same section addresses exhaust emissions, requiring the engine and power mechanism of every motor vehicle to be equipped and adjusted so as to prevent the escape of excessive fumes or smoke.

The section is adopted with reference to the parallel state equipment standard at 47 O.S. § 12-402, and was enacted locally by Ordinance 841(16) in 2016. Moore's Municipal Court fine schedule, adopted under Sections 6-100 and 6-111, lists 'Improper Muffler,' citing Section 15-302, at a $67 fine with a $266 bond, separate from the citywide general-penalty cap in Section 1-108 that applies when no specific fine schedule entry exists. Moore police officers who stop a vehicle for excessive exhaust noise, a modified or removed muffler, or an illegal cutout issue the citation under this section.
