Moore, OK Noise Ordinances: Aircraft Noise (2026)

City Code § 10-414 folds aircraft noise into its list of specific prohibited noises but writes it narrowly. It is a violation to run, test or otherwise operate aircraft engines on the ground, or to operate an airport facility, in a manner that causes or tends to cause a noise disturbance as defined in § 10-412, any plainly audible sound that injures, endangers or annoys a reasonable person. The same sentence then carves out the airspace itself: the section shall not be construed to prohibit, restrict, penalize or enjoin or in any manner regulate the movement of aircraft conducted in accordance with or pursuant to applicable federal laws and regulations, or air traffic control instructions.

In practice that means Moore cannot use its noise code to restrict flight paths, takeoffs or landings, which remain federally preempted, but it can cite a hangar, maintenance shop or airport operator whose ground-based engine runs or facility operations disturb nearby residents. Violations are prosecuted under § 10-418 as a municipal offense, with continuous disturbances charged once per day and intermittent ones charged separately each time they recur, and the city may seek an injunction against a repeat offender as a public nuisance.
