Moore, OK Parking Rules: Loading Zones (2026)

Chapter 15-12 governs curb loading zones. Sec 15-1201 gives the city manager, subject to council direction, authority to determine the location of passenger and freight curb loading zones and requires signs stating the hours the restrictions apply. Sec 15-1202 then makes it unlawful to stop, stand or park in a marked passenger curb loading zone for any purpose other than the expeditious loading or unloading of passengers during posted hours, and limits that use to no more than three minutes. Sec 15-1203 sets a parallel rule for freight zones: stopping is allowed only for the expeditious unloading, delivery, pickup or loading of materials during posted hours, and in no case may the stop exceed 30 minutes; a passenger vehicle may still stop briefly in a freight zone to load or unload passengers as long as it does not interfere with a freight vehicle waiting to use the zone.

Sec 15-1204 lets the city manager issue special permits allowing a vehicle to back up to the curb for loading or unloading subject to permit terms, which the traffic engineer can revoke at any time; violating those permit terms is itself unlawful. These loading zone limits sit in the same traffic title as the general stopping and standing prohibitions in Sec 15-601 and are enforced by Moore Police Department officers under the traffic-enforcement authority in Sec 15-1801. No zone-specific bond amount appears in the city's bond schedule for Sec 15-1202 or 15-1203, so a citation defaults to the general penalty in Sec 1-108, a fine of up to $500.
