Moore, OK Parking Rules: Driveway Rules (2026)

The rule reaches all five residential classifications: Single-Family R-1, Two-Family Dwelling R-2, General Residential R-3, Multiple Family Dwelling R-4, and Mobile Home Dwelling R-5. Two conditions must both be met: the driveway or parking area has to be permanently paved, and if a separate pad or slab is used it must equal or exceed the length and width of the vehicle parked on it, leaving no exposed dirt or grass beneath any wheel or undercarriage. A code enforcement officer or Moore police officer who finds an unattended vehicle parked on gravel, dirt or grass records its license number and any other identifying information, then affixes a written citation to the vehicle directing the registered owner to answer the charge in municipal court within ten days.

The citing officer forwards a copy of the citation to the municipal court clerk. The ordinance does not force a citation on first contact: an officer may instead issue a warning that the vehicle is out of compliance. If the case goes to court, proof that the cited vehicle was parked in violation, combined with proof that the defendant was the registered owner at the time, creates a prima facie presumption that the owner was the one who parked it there, which shifts the burden to the owner to rebut.

The section was adopted through Ordinance 117(95) in 1995 and amended by Ordinance 141(95) and Ordinance 359(02) in 2002, and it doubles as the paving standard cross-referenced by the city's separate rules on parking recreational vehicles and trailers in residential yards.
