Moore, OK Noise Ordinances: Barking Dogs (2026)

Section 4-108, 'Noisy Animals; Complaint Procedure,' prohibits keeping any animal that causes frequent or long-continued noise so as to disturb the comfort or repose of a reasonable person in the vicinity, and it declares any such violation a nuisance subject to abatement. Enforcement runs through a citizen complaint process rather than automatic ticketing: any person with knowledge of the disturbance may file a complaint directly in Moore Municipal Court against the animal's owner or keeper. If the court finds the animal is a nuisance or otherwise in violation of Chapter 4-1, it can order the owner to prevent and abate the nuisance, order the animal impounded with the owner paying impoundment costs, or impose the section's graduated fine schedule.

That schedule is unusually specific for a nuisance provision: a first conviction carries a maximum fine of $500.00 plus court costs; a second conviction within twelve months carries a fine of $250.00 to $500.00 plus court costs; and a third or later conviction within twelve months carries a fine of $400.00 to $500.00 plus court costs, effectively setting a rising fine floor for repeat offenders. The section was adopted by Ordinance 944(20) on June 15, 2020 and amended by Ordinance 965(21) on March 1, 2021.
