Naperville, IL Homelessness & Encampment Rules: Encampment Sanitation (2026)

The ordinance defines 'camping' as sleeping, preparing to sleep, storing belongings, or using a tent, heat device, or fire on a public way inside the mapped downtown area (roughly Benton Avenue, Ellsworth Street, Aurora Avenue, and Eagle Street). No one may be cited until a police officer has first given notice that the conduct violates the section; medical emergencies and permitted special events are exempted. Fines run $50 for a first or second offense within 12 months and $100 for a third or later offense, with each day a separate violation. Personal property left on the public way must be removed within 7 days of written notice or the City will remove and dispose of it, billing the owner for the cost.
