Ogden, UT Landscaping Rules: Native Plants (2026)

Section 15-27-5(B), the Vegetation And Revegetation standard inside Ogden's Sensitive Area Overlay Zone (Title 15, Chapter 27), governs how disturbed hillside sites get replanted. , trees, shrubs, grass and forbs, and states plainly that native plant materials will be preferred, on top of timing rules limiting new planting to March 15 through May 15 and September 15 through October 31 unless the site is irrigated. The Sensitive Area Overlay Zone itself, created under Section 15-27-3, covers all land the Zoning Map designates as sensitive area under the plat filed with the City Recorder on May 2, 1985; no building, subdivision or grading may occur there except in accordance with Chapter 27, and its standards are supplemental to, not a substitute for, the regular zoning rules of the underlying district.

Other subsection B requirements reinforce the preference for native cover: revegetation must have good erosion control characteristics, licensed landscape architects or nurserymen must supervise planting and installation, vegetation may be removed only when absolutely necessary for construction, and any vegetation over thirty percent slope may not be removed except for planning-commission-approved trails or open space work. A property owner who destroys vegetation identified for retention must replace it with plant varieties the planning commission approves, and that duty carries over to a new owner upon purchase of the lot.
