A makes it unlawful to plant, prune, remove, spray, destroy, deface or injure a street tree or park tree anywhere in the city without first obtaining a written permit from the Public Ways and Parks Division; a permit is not required for work performed by city employees in the course of their duties. Any tree planted or removed contrary to the chapter, or to a permit's terms, may itself be removed by the city. 4, when a removal permit is granted for a street or park tree that is in good health and removal is authorized at the applicant's request, the division may require the applicant to compensate the city for the tree's removal value, either by replacing it with a tree of comparable size, species and location approved by the urban forester, or by monetary assessment.

Permits expire 30 days after issuance unless otherwise stated, and exceeding the permit's authorization is punishable under 6-2-12. B makes it unlawful for anyone to willfully cut, injure, disfigure, deface or destroy a street or park tree except as this chapter provides. Removal is also barred where it would create a public nuisance exception, since the chapter's purpose (6-2-1) is to retain as many healthy trees as possible consistent with reasonable private property use.
