Huntington, NY Landscaping Rules: Water Restrictions (2026)

Section 99-11 of the Town Code, added November 16, 2023 by Local Law No. 30-2023, imposes water conservation measures on the Dix Hills Water District. During May, June, July, August and September, properties with even-numbered street addresses may run irrigation systems only on even-numbered calendar days, and properties with odd-numbered addresses only on odd-numbered days. The same section layers in a usage-based penalty: any property owner whose water use exceeds the district's usage limit in a billing cycle pays a higher rate on the excess, with the applicable rate table published in the District Consumer Handbook or available by contacting the District office.

Noncompliance with the odd/even schedule is treated as a graduated offense rather than a flat fine: a first offense draws a written warning, a second offense a penalty of up to $100, and a third or later offense a penalty of up to $500. The rule sits alongside broader water-use provisions in § 99-10(3), which require a permit before using temporary water service for construction and 48 hours' notice before any work on a water service line that might need District assistance, and § 99-10(4), which flatly prohibits reselling District water and making unauthorized connections, including to hydrants.

The Department of Public Safety enforces the chapter, and the Town Attorney can pursue civil penalties up to $250 per day in addition to the graduated watering fines.
