4a of the Property Maintenance Regulations requires that all premises and exterior property be maintained free from weeds or plant growth in excess of ten inches, and separately bans all noxious weeds outright. The code defines weeds broadly as all grasses, annual plants and vegetation other than trees or shrubs, but exempts maintained cultivated flowers and gardens, so a tended flower bed taller than ten inches is not a violation while an unmown lawn or overgrown lot is. 4e requires the owner of any vacant or unimproved lot to keep the property maintained, including cutting grass and weeds and trimming trees, for at least ten feet in from any right-of-way, to preserve sight lines along the street.

A separate, older provision, § 15-62, independently authorizes the Township to order an owner or tenant to remove brush, weeds, dead trees, stumps and debris within two hundred feet of any building, giving ten days' written notice before the Township does the work itself and bills the cost as a lien on the property. 4f: a first offense can be resolved by an affidavit guilty plea and a $50 fine, while a second or later offense is scheduled for Municipal Court and carries a fine of $100 to $500, with each day the overgrowth continues counted as a separate offense.
