Conway, AR Landscaping Rules: Weed Ordinances (2026)

Section 5.09.11(D) sets a flat 8-inch height cap on grass or weeds in all zoning districts. A-1 agricultural-zoned property is exempt from the general cap, except where it abuts developed property; there, the code still requires a 15-foot buffer along the shared lot line, and grass and weeds inside that buffer strip cannot exceed 8 inches. The cap also does not reach areas the city, state or federal government specifically designates as wetlands, open space, natural or wildflower areas, or other preservation areas. Section 5.09.18(A) supplies the enforcement mechanism: if an owner neglects or refuses to remove, abate or eliminate a violation after receiving a written Notice of Violation, the city gives seven days' written notice, counted from the day after the notice is given, counting every calendar day including weekends and holidays, with the deadline falling at 11:59 p.m. on the seventh day.

If the owner still has not acted, the city is authorized to enter the property itself and have the weeds, rank grass or other vegetation cut and removed, or otherwise correct the condition, and charge the cost to the property owner, which becomes a lien on the property. The city separately reserves a priority clean-up lien under A.C.A. § 14-54-903 for these costs.
