Section 7.20.120(D) defines Excessive Growth of Vegetation as grasses, dandelions, herbaceous plants, vines or other uncontrolled vegetation more than eight inches in height, or eight inches in length if matted down measured along the stem. Noxious weeds, poisonous plants to the touch, and uncontrolled invasive plants including bamboo are separately prohibited, and the duty extends to the centerline of the adjacent street or alley. Noxious weeds are defined by K.A.R. 4-8-44 and, unusually for a border metro, also by Missouri's list at 2 CSR 70-45.005. Notice goes by certified mail or personal service, giving ten days to abate with a hearing available on written request. One notice covers further violations for a year. Tracts over 20 acres are exempt.
