Chapter 74, Bicycles and Motorcycles, was rewritten in full by Ordinance No. 57-21 on June 6, 2022, and Division 1 of that chapter now governs how motor vehicles and cyclists share the City of Muncie's designated bicycle lanes and paths. Section 74.11, Restricted use of bicycle paths or designated lanes, bars a driver from driving a motor vehicle within or on a bicycle path or lane except for the limited purpose of making a turn or reaching an adjacent on-street parking space, alley, private road, or driveway, and even that narrow exception applies only when the lane is clear of cyclists.

The same section separately makes it unlawful to block a designated bicycle lane with a motor vehicle or with any other object, a distinct violation from the driving restriction. Motorists and passengers parked in an on-street space next to a bike lane must also take reasonable care not to open a car door into the lane unless it is clear of cyclists. Section 74.12 layers on a three-foot passing rule for drivers overtaking a cyclist on a shared roadway without a designated lane, and § 74.13 separately makes harassment of a bicyclist unlawful.

Because Division 1 has its own penalty clause at § 74.15 rather than relying on the general traffic fine in § 70.99, every obstruction or dooring violation under § 74.11 is punished under that same escalating schedule, and revenue collected flows to the city's dedicated bicycle and pedestrian advisory committee fund rather than the general fund.
