Woodbury, MN Mobility & Curb Rules: Bike Lane Rules (2026)

Section 14-42, "Riding on roadways," sets Woodbury's basic bicycle lane-use rules. Subsection (a) requires a cyclist on a roadway to ride as close as practicable to the right-hand curb or edge, except when overtaking another vehicle, preparing for a left turn, or avoiding a hazard such as a fixed or moving object, a narrow lane, or a surface hazard. Subsection (b) governs lane discipline directly: cyclists shall not ride more than two abreast and shall not impede the normal and reasonable movement of traffic and, on a laned roadway, shall ride within a single lane.

Subsection (c) adds that a cyclist on a sidewalk or crosswalk must yield to pedestrians and give an audible signal before passing, and bars bicycle riding on sidewalks within a business district altogether. A separate rule excludes motorized bicycles from bike lanes outright. Section 14-39(b) states that motorized bicycles shall not be operated on any bicycle way or bicycle lane, as those terms are defined in Minn. 263, reserving marked bike lanes for pedal-powered and electric-assisted bicycles rather than mopeds. Turning cyclists must also signal: § 14-46 requires a continuous arm signal for the last 100 feet before a turn, unless the arm is needed to control the bike. 03 and track the state's parallel bicycle statute, Minn. 222.
