Woodbury does not create its own Class 1, 2 or 3 e-bike categories in its city code. 011, subd. " That single cross-reference, rather than a locally written distinction between low-speed pedal-assist, throttle-assist, or higher-speed e-bikes, is the entirety of Woodbury's e-bike definition, so the class limits and speed thresholds that apply come from state law, not city ordinance. Where the local code does regulate e-bikes directly, it groups them with ordinary bicycles rather than motor vehicles. Section 14-38(a), covering "public site or open space" (Woodbury's parks, trails, and similar city-owned recreational land), states that no person shall ride or operate a bicycle or an electric-assisted bicycle in any public sites or open space except in a prudent and careful manner and maintaining effective control and operation of the vehicle.

The same subsection gives pedestrians and bicyclists the right-of-way where a trail or sidewalk crosses a roadway. By contrast, § 14-38(b) treats other motorized devices, such as go-karts, e-motos and golf carts, as motor vehicles restricted to roadways or specifically posted areas, a category the code does not apply to electric-assisted bicycles.
