Flagstaff, AZ Mobility & Curb Rules: E-Bike Classes (2026)

Flagstaff City Code § 9-05-001-0002(D) defines an 'electric bicycle' as a bicycle or tricycle with fully operable pedals and a motor under 750 watts that fits one of three classes. A Class 1 e-bike assists only while the rider pedals and cuts off at twenty miles per hour; Class 2 can propel the bike without pedaling but also stops assisting at twenty miles per hour; Class 3 assists only while pedaling but keeps helping up to twenty-eight miles per hour. The facilities table at § 9-05-001-0004(A) then sorts where each class may operate: Class 1 and Class 2 e-bikes are allowed on sidewalks, bike lanes, roadways, and both paved and unpaved sections of the Flagstaff Urban Trails System (FUTS), the same access given to ordinary bicycles.

Class 3 e-bikes lose sidewalk and unpaved-FUTS access but keep bike lanes, roadways and paved FUTS paths. A footnote to that table lets the City post signs closing any sidewalk to all devices, or closing a multiuse path specifically to electric bikes and electric scooters, and riders must obey those signs. Anyone riding any electric bicycle who is under eighteen must wear a fitted, fastened protective helmet meeting ANSI, ASTM or CPSC standards under § 9-05-001-0010, though a first-time citation can be dismissed on proof the rider has since obtained a helmet.
