James City County, VA Mobility & Curb Rules: Red-Light Cameras (2026)

Sec. 13-15 of the James City County Code authorizes the county to install and operate traffic light signal violation monitoring systems, commonly called red-light cameras, but caps their number at no more than one intersection for every 10,000 residents in the county at any one time. 2-836. 00, not including court costs, and the section is explicit that imposing it is not a conviction, does not go on a driving record, and cannot be used to raise insurance rates. A vehicle owner can rebut the presumption of being the driver by filing an affidavit with the clerk of the general district court or testifying in court, and information collected must be purged within 60 days of paying a penalty, or within 2 business days if no summons issues within 10 business days.

Sec. 1, added in 2024, separately authorizes the James City County Police Department to place speed cameras in school crossing zones. 00 civil penalty, prosecuted the same way as a traffic infraction. As with the red-light system, a mailed-summons penalty under Sec. 1 is not a conviction and does not touch a driving record, but a violation an officer personally observes and cites at the time does become part of the driver's record and can affect insurance. Signs must be posted within 1,000 feet of any camera-equipped school zone.
